[color=#000000][size=10.5pt][font=Times New Roman] [/font][/size][font=宋体][size=10.5pt]罢免程序应包括三个环节：一是罢免的提请。每一个公民因管理者不能有效组织人们实现个人愿望，不能合理调节人们的个人愿望实现关系，甚至受到管理者的损害，都有权提请罢免。“控制和调节个人愿望实现关系组织”对其他组织的官员，应按年度进行考核，对不具有较强管理能力，应作为而不作为，具有损害行为的官员，应主动提请罢免。二是事实的认定。“控制和调节个人愿望实现关系组织”在接到对某官员罢免的提请后，应及时开展对事实的调查认定。对那些有较强管理能力，偶有工作失误的官员，应提请民众谅解。对管理能力差，应作为不作为，甚至为了实现个人愿望而损害他人的官员，应及时罢免，以保障民众合理实现个人愿望的要求。三是罢免。根据对事实的认定，“控制和调节个人愿望实现关系组织”，应及时免除官员的管理权和身份，并按“官员的产生办法”，及时组织选举，产生新的官员。[/size][/font][size=10.5pt][/size][/color]

[color=#000000][size=10.5pt][font=Times New Roman] [/font][/size][font=宋体][size=10.5pt]第二十五条[/size][/font][size=10.5pt][font=Times New Roman] [/font][/size][font=宋体][size=10.5pt]官员的监督机制。人类共和国的官员，将受到四方面的监督：一是民众的监督。民众将按照自己合理实现个人愿望的要求，评价和监督官员的管理行为，对管理不力、管理不当、损害行为，民众有批评和提请罢免的权利。二是组织体系上下级之间的监督。按照“官员产生办法”，人类共和国各组织的官员，其上下级之间不能形成紧密的个人愿望实现关系，他们将按照有利于人类实现普遍愿望的要求，相互监督管理行为。三是各组织体系之间相互监督。控制和调节个人愿望实现关系组织体系，是对其他组织进行监督的核心。但它只能按照“个人愿望的实现过程无损于他人”，“个人愿望的实现过程有益于社会”的基本原则进行监督，其他四大组织体系如能有效组织民众实现个人愿望，未违反“个人愿望的实现过程无损于他人”这一基本原则，将不受约束。控制和调节个人愿望实现关系组织体系，如有不当的调控行为，其他四大组织体系有批评和监督的权利，对官员有提请罢免的权利。四是社会服务监督管理体系的监督。社会服务监督管理体系通过社会调查、新闻调查，全面反映社会现状、民众的要求，实施大范围的社会监督[/size][/font][size=10.5pt][/size][/color]
